Article I: Name and Symbol
The name of this organization shall be Neocracy. Its symbol shall be the Ashoka Chakra, representing the turn of governance toward accountability.
Article II: Objective
The objective of Neocracy is to establish governance where:
- A child's destiny is not determined by the circumstances of their birth. The correlation between parent and child socioeconomic rank shall asymptotically approach zero.
- No citizen lacks food, shelter, or basic healthcare while measurable public wealth exists.
Article III: The Examination System
No person shall be eligible for nomination as a candidate of Neocracy without completing the Pravesh Parishad certification. The examination comprises:
- Written Assessment (4 hours): Governance scenarios testing reasoning under uncertainty
- Oral Defense (1 hour): Live challenge of the candidate's reasoning
- Ethics Review: Background verification and conflict-of-interest disclosure
- Public Thesis Defense: Candidate must publicly defend a governance position in their constituency
Article IV: Transparency Requirements
Every candidate must publish:
- Full educational and employment history, verified by third-party
- All financial assets and liabilities (self, spouse, dependents)
- Criminal record, if any, with context
- Specific, measurable commitments with deadlines for their constituency
Article V: The Social Mobility Index (SMI)
The SMI shall be calculated as follows:
SMI = Parent-Child Correlation + Outcome Disparity + Structural Improvement Rate
The Gati Parishad shall publish the SMI annually, disaggregated by caste, region, gender, and economic quintile. NNP's performance shall be measured against the SMI change during its governance tenure.
Article VI: Institution Separation
Neocracy shall comprise four independent institutions:
- Pravesh Parishad: Candidate examination and certification
- Gati Parishad: SMI definition and publication
- Satyanishtha Aayog: Audit and transparency enforcement
- Niti Shakha: Policy research and position development
No member may serve in more than one institution simultaneously. Colluding to capture all four institutions simultaneously is structurally impractical.
Article VII: Amendment
This constitution may be amended by a two-thirds majority of the General Convention, except for Articles II (Objective) and VI (Institution Separation), which shall be non-amendable for thirty years from adoption.
