Eventually, Neocrates will certify political parties that meet rigorous standards for competence, transparency, and accountability—creating a trusted mark for voters.

Professional fields require demonstrated competence—doctors need licenses, engineers need certification, lawyers must pass the bar. Governance affects more lives than any of these, yet requires no proof of capability.
Neocrates designs the infrastructure for accountable governance: examination systems that certify competence, measurement standards that track outcomes, and audit protocols that ensure transparency.
NNP (Nava Niti Party) is our first demonstration project—a 30-year experiment to prove these systems work in real electoral politics. Once proven, other parties can adopt the same standards and become certified.

Certification Standards
To become certified, a political party must adopt all of the following—non-negotiable provisions that cannot be waived or amended.
1. Competence Certification
All candidates must pass a rigorous examination testing governance reasoning, not connections. Examination administered by independent body with rotating panels.
2. Outcome Measurement
Party commits to Social Mobility Index improvement targets. SMI calculated independently, published annually, disaggregated by caste/region/gender.
3. Radical Transparency
All funding publicly recorded: donor names, amounts, dates. Maximum donation cap (e.g., Rs. 10,000/year). No corporate donations. Expenditure breakdown public.
4. Institutional Separation
Examination, measurement, audit, and research functions must be independent institutions—no single body controls another. Prevents capture.

Institutional change requires generational timelines. We are building systems that compound evidence and credibility over decades.

Build Infrastructure, NNP Demonstrates
Neocrates designs examination systems, measurement protocols, and audit frameworks. NNP implements them and contests elections to prove viability. No certification available yet.
Years 5-15
Open Certification
Other Parties Can Affiliate
With NNP proving the model works, Neocrates opens certification to other parties meeting examination, transparency, and accountability standards. Certification fees sustain the standards organization.
Years 15-30
Institutional Standard
"Neocrates Certified" = Trusted Mark
The certification becomes recognized shorthand for accountable governance. Voters know certified parties meet baseline standards of competence and transparency. Examination certification recognized as valid qualification for public service.
For Political Parties
Certification will not be available until Year 5 at the earliest. We will not license our name until we have proven it works through NNP's demonstration.
